Edge video-analytics systems on Internet-of-Things devices skip the detector on most frames to save energy, but never bound how long a real event can go undetected: they are validated empirically, never certified. We give a framework that makes “safe to skip” provable. We derive a deterministic worst-case bound on missed-event latency for any refresh-bounded policy; we characterize the stochastic latency law under random event phase, uniform latency with a distribution-free miss probability set by the measured duration law, and show surveillance durations are heavy-tailed, so mean-based closed forms badly mispredict misses; and we prove an energy–miss frontier on which periodic refresh is the optimal oblivious policy, pricing certifiability as the energy to guarantee events above a chosen duration. The random-phase assumption can be enforced rather than assumed: a randomized-phase refresh makes the law hold by construction even against adversarially synchronized events, and dependence-robust budgets replace independence. On 121 videos across three datasets the theory holds, and a one-frame off-by-one leaks the certificate exactly where theory predicts, restored by a hard refresh. A deployed motion gate’s advantage at equal energy is marginal and alignment-dependent; we give the correlation threshold a content-aware gate must clear, and find gains obey an alignment–density law from 76% to 1% event density. Measurements across platforms show the energy ratio κ belongs to the stack, not the silicon, spanning 5.9 to 66 on a single board and reaching 269 on a microcontroller, where a platform floor caps absolute savings near 25%, setting the price of certifiability.
